Competition History

 

Background:

Golf is an outdoor sport where individual players use a club to propel a ball, both through the air and along the ground, into 18 holes laid out in a course, in as few storkes as possible. Players score points according to the number of strokes it takes to complete the course.

Golf is believed to have orginated in Scotland in the 15th Century; it was played in St. Andrews before the founding of the University there in 1411. During the 16th century, the game became firmly established but it was not until the 17th century that a universally accpted set of rules were formed. In 1860, the first British Open was played in Scotland.

The Rules of Golf Committee of the Royal and Ancient Golf Club (R&A) were formed in September 1897 in response to the increased need for a single code of rules for the game of Golf. In the intervenning years, the R&A sphere of influence has expanded beyond all recognition. With the Exception of the United States of America and Mexico, whose allegiance lies with the United States Golf Association and Canada which is self-governing but affiliated to the R&a, every country which has taken up the game is affiliated to the Royal and Ancient and accepts the club's authority over the laws of the game. There are now some 125 countries Federations, Associations and Unions affiliated to the R&A.

 

 

 

Competition Information

 

 

The Golf Competition of the 11th SA Games will be held from 3rd to 6th February 2010.

Venues: The Event will be organized at the Kurmitola Golf Course, Dhaka.

Training Venue:

a. The Kurmitola Golf course will be available to competitors on 2nd February 2010 for practice. The practice tee-off will be on the basis of first come first serve.

b. Players are not allowed to practice on the course after their round on any day of the South Asian Games Golf event.

c. Driving Range will remain open from 6am to 5pm during the competition.Range balls are chargeable at BDT 100.00(US$1.5) per basket.

d. Driver must be on the current list of conforming driver heads issued by R&A.

 

 

Competition Events

The Golf Competition of the 11th SA Games will comprise of the following events.

MEN: Individual, Team

 

Competition Management: Bangladesh Golf Federation will manage and conduct the competition under the guidance of the APGC representative.

 

Eligibility: The event is only open to the maximum of four male athletes from each member association(NOC) of SAOC with an active USGA Handicap index of 4.0 or lower as on 1st February 2010.

 

Entries:

a. Entry by number: Preliminary entry(entry by number) must be intimated to DSAGOC by the 30th September 2009

b. Entry by Name: Each participating SAOC Member Association(NOC) must submit the final entry(Entry by name) to the DSAGOC by the 30th December 2009.

 

Draw:

a. The draw for the first and second round will be conducted by the OC prior to the start of the competition.

b. The draw for the third and fourth rounds will be based on the cumulative gross scores of the preceeding rounds.

c. The play will be with three balls in each flight.

Competition Rules:

a. The Golf event of the SA Games 2010 will be played in accordance with the the rules of Golf as approved by the R&A Rules Ltd.

b. Conditions of competition must conform in all respects to the Rules of Amateur status as laid down by the R&A Rules Ltd.

 

 

Competition Format:

a. The event shall be played over four rounds of 18 holes each and based on stroke play.

b. The individual winner shall be the player with lowest gross aggregate score over the four rounds.Next two positions will be determined accordingly.

c. The team event will be held in conjunction with the individual competition. Each team will be represented by all the four players of the respective country.

d. The winning team shall be the team with the lowest combined gross scores of the three best players in the first two rounds. Other place will also be determined accordingly.

 

 

Starting Times:

a. Players shall start at the time and in the order indicated in the draw. No substitution of players and changes of starting times shall be permitted after the draw has been made.

b. Players must report to the starter at least 15 minutes before their tee off time. If a player arrives at his starting time, the penalty for failure to start on time is two strokes at the first hole for stroke play. If a player fails to report at the starting tee within this period, he shall be disqualified.

c. The OC reserves the right to fix and /or alter the starting time.

d. Submission of Scorecard: The players should check cards in the returning area(Scoring Table) and ensure that they are correct and signed.

e. A player is deemed to have returned his scorecard and no further amendments be entertained once he has left the returning area(Score Table).

 

 

Decision of Ties:

a. Individual event:

i. In the event of a tie or ties for the first place the individual winners shall be decided by a hole by hole sudden death play-off. The purposes of the play-off shall be to decide the individual winner only. In the case of cinclement weather or other reasons make the play-off impractical; the decision of the Tournament Committee to determine the individual winner is final.

ii. All other ties will be decided by the following count back system:

* Count back system for 72 holes-The count back system shall be based on the last 18 holes and if still a tie it shall be applied to the third, then second and then the first 18 holes.

* Count back system for 54 holes-The count back system shall be based on the last 18 holes and if there is still a tie it shall be applied to the second and then the first 18 holes.

* Count back system for 36 holes-The count back system shall be based on the last 18 holes and if there is still a tie it shall be applied to the first 18 holes.

* Count back system for 18 holes-The count back system shall be based on the last 9 holes, Last 6 holes, last 3 holes and finally the 18th holes.

 

Team Event
In the event of a tie or ties for the first place, the teams comprising of those three best players tying shall play-off hole by hole, until the tie/ties are decided by elimination, based on the combined gross scores of the players in each team. The purposes of the play-off shall be to decide the winning team only. However, in the event of inclement weather or other reasons make the play impractical, the decision of the Tournament Committee shall be final to determine the winning team.

Suspension of play for dangerous situation (Note to Rules 6-8B):
In the event of lightning, the siren will sound and the players must stop play !IMMEDIATELY. The note to rules 6-8B will be in the effect and if any player executing a stroke after the siren has sounded will be disqualified.

Inclement weather

  1. In the event that the first round could not have been completed due to inclement weather it shall be completed on the next day prior to the commencement of the second round.
  2. In the event that the second round could not have been completed due to inclement weather it shall be completed on the next day prior to the third round.
  3. In the event that the third round could not have been completed due to inclement weather it shall be completed on the next day prior to the fourth round.
  4. In the event that the fourth round could not have completed due to inclement weather the fourth round shall be declared abandoned. The result will then be decided on the basis of the completed rounds.

Buggy/Caddie

  1. No buggies are permitted.
  2. All players are to play with a caddy and may use their hand drawn trolleys.

Pace of Play

  1. Rule 6-7(under delay; slow play) will be strictly enforced using the “Group pace of Play” system
  2. The maximum time allowed for a round to be completed will be advised to the players by notice. Any Group which is out of position and behind time will be warned and liable to be penalized. Times are noted at checkpoints on holes # 4, # 9, # 13 and # 18 and groups will be informed of their status at each point.
  3. Penalties will be as follows:
    1. 1st missed check point (Hole # 4 or # 13) warning.
    2. 2nd missed check point (Hole # 9 or # 18) 1 stroke penalty.
    3. 3rd missed check point (Hole # 4 or # 13) second warning.
    4. 4th missed check point (Hole # 9 or # 18) additional 2 stroke penalty.
  1. If a group played first nine in time and was not subject to penalty, the following applies to their back nine play:
  2. If a group has incurred penalties a player (s) may request a review before signing their cards. If scorecards are returned and no review is requested then any penalties will automatically be applied. A review will be granted if there is evidence that the players was:
    1. Delayed by the committee (an unusually long ruling or waiting for a rules official to attend)
    2. Delayed because of circumstances beyond control of the players (s) ;
    3. Delayed because of another player in the group.
  1. Review and application of the penalty will only occur in the scoring area, not during the stipulated rounds as discussion of the situation with checkpoint official, will only cause further delay to the round and will not be allowed
  2. A Player concerned about a non responsive (slow) player in his group who is delaying play should inform  Tournament Referee and he will monitor play of the group and take this into consideration should a review be requested following the stipulated round.
  3. All Players shall be ready to play when it is their turn and also to play out of the turn in exceptional cases if it will assist a ball search or whilst waiting for a Tournament Referee to attend. When in doubt, players should always play a provisional ball. This will be taken into account in cases where lost ball have caused undue ( a provisional ball may result in a successful review)

Disputes or doubt as to correct procedure

  1. If there is a doubt as to the correct procedures, players are to refer to the Tournament Referee is not immediately available; a player (Having notified his marker) may elect to play two balls in accordance with Rule 3.3 and obtain a ruling at the conclusion of the round, prior to signing and the return of the score card.
  2. No spectators are to enter into any discussion on a matter under dispute.

 

Competition Referee
The decision of the Competition Referee on all matters pertaining to the Rules of Golf is final.

 

Golf Balls
Playing balls must be on the current list of conforming Golf Balls issued by the R& A, Penalty for breach is DISQUALIFICATION.

Dress Code

All players must be appropriately attired in collared T-Shirts and Tailored full or three quarter Pants. Uses of soft spikes shoes are compulsory.

 

 

 

Doping Control
Doping Control during SA Games Golf event will be conducted in accordance with the OCA Anti-Doping Rules applicable in world Anti-Doping Programme.

 

 

Victory Ceremonies
The Victory Ceremonies will take place on 6th February 2010. The Medias will be presented by the SAOC president or his representative. The medals winners must wear their NOC official sports uniform.


 

Media interviews
The Competitors should go through the mixed zone after their event whenever there is mixed zone setup. Competitors should attend press conference interview when requested.
